Eminent jurist and President of Gono Forum Dr Kamal Hossain yesterday said the only solution to the existing political crisis is to appoint a new chief adviser (CA) to the caretaker government CG) as President/CA Iajuddin Ahmed has failed to prove his neutrality.
The president has also become the CA in violation of the constitution, he alleged. The post of CA is still ‘vacant’, and Iajuddin should appoint one to this post, he said.
Dr Kamal said the president is running the country as per directives given by the immediate past ruling alliance and does not pay any attention to what other political parties say. The advisers to the CG are also not satisfied with the performance of the interim government and decisions taken by the CA, he noted.
The renowned legal expert was addressing a press conference at the Jatiya Press Club on the occasion of forming a people’s investigation commission headed by him to probe corruption, abuse of power and misappropriation of state resources.
The other members of the seven-member commission are Prof Khan Sarwar Murshid, Prof Muzaffar Ahmed, former cabinet secretary M Mujibul Huq, former inspector general of police Nurul Huda, prominent banker Khondoker Ibrahim Khaled and Barrister Monzur Hasan.
The main objective of the commission is to create a congenial atmosphere free from the influence of black money for ensuring a free and fair election. Its members think thousands of crores of taka have been misappropriated from public funds and that would be used for election purposes.
The probe body will collect information from people, particularly victims of corruption, for framing charges against corrupt people in the society.
General people, professionals, service holders and workers have been requested to give commission information regarding corruption and misuse of power.
The commission will primarily focus on six areas including misappropriation of state wealth through misuse of power, corruption in various tenders, allocation of money against false projects, purchase of government land and launching of television channels with black money.
President of the Supreme Court Bar Association Barrister Amir Ul Islam, Vice-chairman of Bangladesh Bar Council Rokanuddin Mahmud, General Secretary of Bangladesh Economic Association Abul Barakat and Badiul Alam Mojumder of civil society body Sujan also spoke on the occasion.
Amir Ul Islam hailed formation of the commission as a timely step. Such a commission was formed earlier for investigating corruption by former president H M Ershad, and a number of cases were framed against him on the basis of its findings, he recalled.
Rokanuddin noted that the influence of black money and musclemen are the main barriers to holding a peaceful election.
He said identity of black money holders should be made public before the next election so that none can dare to misuse state power in future. The newly formed commission’s probe would set an example for the Anti-Corruption Commission, he thought.
He alleged the president has curtailed the powers of the advisory council by keeping so many ministries under him. Iajuddin is using state power by-passing the council, he added.
Abul Barakat said massive corruption, misappropriation of public money, resources and lands in the 34 years since independence have crippling effects on the country. In the last five years, corruption, terrorism and communalism have been institutionalised, he observed.
Government-backed trade syndicates have grabbed around Tk 2.86 lakh crore in the last five years through price hike, he alleged.
Badiul Alam called for probing corruption not only in the last five years but also during the tenure of previous governments.
