Probe finds massive graft at BSMMU

A probe committee report submitted on Saturday identified a large number of corruption incidents and irregularities in Bangabandhu Sheikh Mujib Medical University (BSMMU) while the committee members and many of the teaching staff have expressed doubt about the proper implementation of the recommendations.
The seven-member probe committee that was formed on May 6 to investigate corruption in recruitment and procurement since the inception of the university found the involvement of the current administrative officials including Vice Chancellor Prof Tahir.

The 250-page report made some 80 recommendations, especially suggesting measures against the incidents of malpractice.

The recommendations might be diluted if placed before the Syndicate, as several Syndicate members are out to serve the interest of the administrative officials who were found involved in corruption, they said, adding that even the report may not be sent intact to the health ministry.

There is also possibility of partial action as the members of the Syndicate that was formed during the previous government’s tenure are still holding the posts, they said.

While talking to The Daily Star, Prof Tahir, who was the pro-vice chancellor during the period of immediate past government, said he would place the report before the Syndicate within two weeks.

“Decisions from the Syndicate will be executed, even if it goes against me,” said Prof Tahir.

A member of the probe committee, on the other hand, sought direct intervention of the higher authorities that initiated formation of the committee to investigate the issues.

“The Syndicate did not form the investigation committee. Rather it was formed following orders of the chief adviser through the health ministry. Then what is the reason behind placing it before the Syndicate?” he said.

“A high-level intelligence body first sought the investigation and then the chief adviser to the caretaker government through the health ministry asked the vice chancellor of the medical university to investigate the corruption and irregularities of last five years. So we want the higher authorities to take up the matter for proper implementation of our recommendations,” said another member of the committee on condition of anonymity.

The committee members think certain issues should be handled by the Anti-Corruption Commission (ACC) and recruitment and promotion of the incompetent persons should be cancelled.

During the period of the immediate past government some 3,600 teachers and employees were recruited against 1,600 posts and most of the administrative officials who still hold the important positions were involved in the process.

“Without the involvement of the administration it would not be possible to conduct such financial corruption and irregularities. The matter was proved during the investigation,” said one of the probe committee members.

“We worked hard to prepare the report. And we want implementation of the recommendations of the report,” Prof Nazrul Islam, chairman of the probe committee, told The Daily Star.

It will make the university clean and people will be afraid to do any corruption later, he added.

The government had asked for investigating the financial irregularities and recruitment related corruption that took place during the last five years, but the university authorities directed the committee to enquire into the corruption incidents of last nine years.
