28th BCS to feature new recruitment rules

The Public Service Commission (PSC) is going to issue the much-awaited circular for the 28th BCS examinations with new recruitment rules after two and a half years.

The PSC has taken all preparations for the largest public service examinations for 1,720 posts in 14 general and 13 technical-professional cadres, sources said.

The circular is likely to be published in all national dailies within two to three weeks, the sources added.

PSC member Mohammad Ashraf has been made the chairman of the 28th BCS (Bangladesh Civil Service), while necessary papers including application and ISF forms have already been published, said the sources.

“The establishment ministry is amending a number of sections of the BCS Recruitment Rule following our recommendations. We’ll try to publish the circular of 28th BCS as early as possible after receiving the gazette of the new rule,” Ashraf told The Daily Star.

He said candidates would be given 45 days to collect and submit application forms from the date of issuing the circular.

All examinations — preliminary MCQ test, written examinations and viva voce — will be held under the new BCS recruitment rules, he added.

The PSC last invited applications on June 28, 2005 for the 27th BCS examinations and its viva voce is now being held afresh.

The candidates have so far waited about two and a half years for the new BCS, although PSC had issued the last three circulars in 16 months.

The PSC issued circulars for 27th BCS examinations on June 28 in 2005, for 26th (special) BCS on August 29, 2004 and for 25th BCS examinations on February 28, 2004.

The commission is now busy holding the cancelled viva voce of the controversial 27th BCS examinations and reforming itself and the pattern of examinations.

PCS sources claimed the ongoing viva and reforms are the main reasons behind the delay.

Establishment Secretary Abdus Salam Khan said the draft proposal of the BCS recruitment rules has been finalised and will be sent very soon to the secretary committee for approval.

“Once approved, it’ll go to the law ministry for checking and the law ministry sends it to the chief adviser and the president for approval. All the procedures will hopefully be completed soon,” he told The Daily Star.

He also said the establishment ministry would ask the PSC to issue the circular of 28th BCS exams after approval of the BCS recruitment rules because application selection process and examinations would be held under the new rules.

NEW RECRUITMENT RULES
According to the draft of the BCS recruitment rules, several changes are being made in the fields of application form selection, preliminary test, written examinations, viva voce and appointment of selected candidates.

Applications of the candidates will be selected in four phases so that application forms are not cancelled due to minor mistakes like before.

Firstly, a deputy director will supervise the selection process, secondly a director, thirdly a member and finally the PSC chairman will justify the application forms.

Previously, PSC employees verified the application forms and used to cancel many for minor mistakes, PSC sources said.

In the application forms, the name spelling of applicants, parents and others will be considered according to those in Secondary School Certificate (SSC) certificates. No applications will be cancelled whether the words ‘late’ or ‘designations of freedom fighters’ are mentioned or not before parents’ names, establishment sources said.

Telephone or cellphone numbers cannot be mentioned in the application forms with a view to stopping graft. There are allegations that some dishonest PSC employees used to communicate with candidates using the cellphone or land phone numbers.

Written examinations must be held even if the number of applicants is less than the vacant posts. Previously, no written test was held if the number of applications was less than 100. Besides, the bank draft can only be taken from only PSC-selected banks.

Mentioning the proposed recruitment rules, establishment sources said marks would be curtailed in the MCQ (multiple choice question) preliminary test for wrong answers.

For the viva voce, expert boards will be comprised of editors of the newspapers, bureaucrats, teachers of public and privates universities and heads of corporate organisations. The editor or chief of corporate house will have to have minimum 15 years experience and master’s degree, sources said.

PSC sources expressed the hope after taking these measures irregularities and corruption can be checked and the commission will regain public confidence and transparency.

    A movement is running for decreasing fredom fighter facilities because of non fredom fighter entered in to the fredom fighter list.It is not suitable reason.Fredom fighter are glorious boy of our country. we have to find out actual fredom fighter according to training list in 1971 in india who will get every Govt. facilitie.As soon as posible we have to declare fredom fighter list who got training in india in 1971 as a class A fredom fighter.

    A 3 day-long student strike is observing throughout almost all the public universities of the country. The only demand here is to ban the existing quota system & revising the overall recruitment system. The govt is still without any say. The present govt is quite matured than any previous. If one thinks in a cool mind, he or she will become convinced tht the present quota system is completely biased to some extent.
    we can create more awarness against the system. i cant see any hope as govt is adament for not taking any roles against the present system. but we the candidate must go for mass campaign against this system. May Allah enlighten those so called personnels siting in respective positions.

    A real talent wouldn’t comeout through the existing qoata system. So it is now high time for us to comeout from the conventional, sloopy, inexcusable system. Our slogan for next generation is “Right people in people place.” And that should based on marit not qouta.

    yesterday a round table discussion on the topic “Quota System: Reconsideration”, was arranged by a group of civil society. Professor Emaj Uddin was one of the key speaket at that discussion. Most of us probably watched its news coverage on different channels. i think current PSC chairman is adament to prevail the existing quota system. whenever he wz asked to say anything about quota system, this person always give some sort of diplomatic answers. once in a TV program he told that he even came from the quota system. this person can recommend to the government abt the issue according to his job description but i dont think so tht will b happened in future. hoping more argumentative remarks will come in this regard.

    We were waiting for BCS circulation since 2 years and six months. We expeted that we would be able to sit on a fully fair BCS examination. But the PSC has made us upset. PSC is not giving us to sit on the examination by counting age fron 1-1-2008. It is a symbol of dutylessness of the related authority.

    i do agree with Mr. Rajib. but inauguating this process is a time consuming matter. just now PSC must verify the candidates seeking freedom fighter quota. i think if proper verification process is being conducted there will b very few number of candidates from this particular quota. and this sum will never fill the so called 30% quota. now wht ll b then. PSC can fill the remaining posts from the original merit list. this process can b adopted temporarily but a concerted effort to settle down any upcoming disputes in this regard, PSC must formulate an acceptable solution. thts all i can say for the time being. remember we love our country & its our duty also to place the right person in the right place in order to have a sustainable development in every sphere of life. thx.

    on reply of Mr Dipak Das, its quite a logical query that from which time the year 30 will b counted during the prolonged exam procedure. any way i want to post a comment abt quota. almost all in the intellectual community have come to realize that prevailing the existing quota system is undoubtedly a matter of kicking out the meritorious students from the play ground. and such horific discrimination can go on anymore. then where is the problem. most of us have watch a program telecasted on Wednesday last where the PSC chairman along with a possible candidate for the upcoming 28th BCS exam was present which was presided over be Munni Saha. in that program Mr. chirman didnt deliver any significant feedback in this context. wht he delivered was really frustrating & that candidate i mentioned earlier was speecing against the current anti quota system. its really pathitic tht ATN, a popular channel, how could stage the program without a least representative on behalf of the anti quota system. i posted a msg urging the media to play a effective role so that all sort of upcoming disputes can become trnsparent to all. but ATN was completely failure to play such role. anyway we must talk against all quota. the generation of the freedom fighters are not so huge in number so that we should prevail 30% quota till now. i think we should b more serious upon this matter & post regular msg in this regard. thx to all.

    up to the which year age will counted 30 years.beacuse there are many many students who ready to meet the 28th bcs exams.but due to age over they are not eligible that may not happen if the exam is gradually continue(such as -2005/2006/2007/2008).so sir you should follow the this sofisticate sites of unlucky studets
