ADP implementation going at a snail’s pace

The Executive Committee of National Economic Council (Ecnec) yesterday expressed dissatisfaction over slow implementation of the Annual Development Programme (ADP) of this fiscal year.

Only 7.44 percent of the ADP has been implemented in the first quarter of the current fiscal.

Finance Adviser Mirza Azizul Islam told reporters after the meeting that the implementation rate of the ADP was not satisfactory. He said that different ministries had informed the meeting that natural disasters like floods were responsible for the slow implementation of the programme.

Chief Adviser Fakhruddin Ahmed chaired the meeting held at the National Economic Council Auditorium. The meeting approved a total 15 projects worth Tk 5,201 crore.

Mirza Azizul further said that a series of meetings would be held to improve the implementation of the ADP.

The finance adviser had outlined the ADP worth Tk 26,500 crore in June for the current fiscal. Of this amount Tk 9,800 is crore is from foreign aid.

Planning ministry data shows that the finance ministry in the first three months of the current fiscal released a total of Tk 3,841 crore to different ministries for their respective development programmes. But the ministries so far have spent only Tk 1,974 crore.

As per the data, the agriculture ministry spent 12 per cent of its total annual allocation while local government division spent 12 per cent, communication ministry 4 per cent, primary and mass education 8 per cent, education ministry 11 per cent, health and family welfare ministry 10 per cent, social welfare ministry 9 per cent, women and children affairs ministry 12 per cent, post and telecommunication ministry 3 per cent and power division spent 6 per cent of its allocation.

“Many of the ministries spent less than 3 per cent of their allocation in first three months of the fiscal,” a meeting source said.

15 PROJECTS APPROVED
Ecnec approved 15 projects yesterday, including a Tk 1214 crore project for flood damage rehabilitation. The Asian Development Bank (ADB) will provide Tk 860 crore for the project and the government will fund the rest.

The flood rehabilitation project’s main objective is to reduce damage from floods in future. Communication infrastructure of urban and rural areas will also be developed under this project.

A project worth Tk 1466 crore has been approved for development of water supply in Dhaka city while another project of Tk 175 crore, titled ‘Vulnerable Group Development for the Ultra Poor,’ has also been approved.

Ecnec also approved a project for expansion of water supply system in Dhaka worth Tk 271 crore and another for improvement of storm water drainage system in Dhaka worth Tk 78 crore, among others.
