The government has set up the office of the much-talked-about Truth and Accountability Commission and started appointment of the necessary staff so that the commission may start functioning immediately after its formation.
The commission is going to publish notifications in different newspapers and other mass media to inform all about its objective and jurisdiction and the people’s right to make voluntary disclosure before it.
With the aim to curb corruption and reduce the massive load of corruption cases through quick adjudication within 30 days of filing, it will function for five months from the day of formation. It however will have some more days to carry on the unfinished tasks.
After the cabinet’s final nod to promulgation of Voluntary Disclosure Ordinance, 2008 on May 25 to let graft suspects avoid imprisonment in exchange for confessions and surrender of their ill-gotten wealth, the president promulgated the ordinance on Sunday.
The same day, the government set up its office in three houses — Totinee, Tonmoy and Uttarayan — which were used as residences of the ministers during the elected government’s tenures. The office is now undergoing renovation.
Two deputy secretaries of the establishment ministry and one from the home ministry have already been attached to the commission.
“I got the order yesterday [Monday] and joined at once,” Abdullah Al Mamun, a home ministry DS, told The Daily Star yesterday. The other DSs are Shahed Iqbal M Mahbubur Rahman and Shamim Al Mamun.
The establishment ministry has received a requirement of about 25 staffs including officials and employees, who include personal secretaries of the commissioners, computer operators and MLSS.
“The process of appointing the necessary staffs will be completed within a couple of days,” an official of the establishment ministry said.
The staffs are being attached to work with the commission as long as it functions and will draw salary as the establishment ministry staff, he added.
Since the three houses to be used as the commission office have not been used since the ministers left those following dissolution of the eighth parliament, the Public Works Department (PWD) has started renovating those.
It will take a few more days to complete the renovation work, a PWD official confirmed.
After appointment of three commission members, the president will appoint one of them as the chairman, who will either be a retired chief justice or a retired judge of the Appellate Division.
To cover the whole country, the government will form up to six sub-commissions on receiving the commission’s recommendations to reduce its workload.
The ordinance defines corruption and corrupt activities as in the schedules of the Foreign Exchange Regulation Act, 1947, Customs Act, 1969, Income Tax Ordinance, 1984, Vat Law, 1991, and Anti-Corruption Act, 2004.
These also include violation of any rules of the Bank Company Law, 1991 or evasion of stamp duty, registration fees or any other charges or revenues imposed by any law or rules of the country.
Besides those who will make voluntary disclosure about their corruption, the commission will also deal with persons referred by the National Coordination Committee on Corruption and Serious Crimes, the Anti-Corruption Commission and by any court dealing their cases.
Persons who will make voluntary disclosure will be disqualified for a period not exceeding five years from holding any office that includes parliament, Zila Parishad, Upazila Parishad, Union Parishad, municipality, city corporation, or any trade organisation and professional body, or any post in any bank, financial organisation or public limited company or any other organisations formed under the constitution or any law, says the ordinance.

With respect i want to inform you that ,I am mohd zahirul islam (radiographer) At present i am in riyadh.K.S.A.
I want to know about our embassy in Riyadh.Are they working for us or they are working to earn money(bribery) from us?
All the embassy in riyadh are supporting their own nationality when they are sufferig with their sponsor or any other problem.
Where i ask to get the information,how i can solve my own problem even so many Bangladeshis who are suffering with their sponsor(kofil).
i got the ans from one of the staff from embassy, we can’t do anything,we are always busy with our own work. even the long bearded that ambassador who came to my hospital, i asked his kind favour ,please help me to get the solution or give me any idea to go back in my country legally, i have my legal passport. He replied,call me later on. i called him several times,i were frustrate with him.they are playing with us. that’s why like me several bangladeshi are illegal and they are suffering alot.
For your kind favour i will explain about my own situation.( i came in saudi arabia 2002.i have my own legal passport-renewal untill 2010 ,iqama renewal until 2005 september-expired year 2005. the sponsor has given me released letter before expiry my iqama*permit paper*, but that company to whom i submitted to transfer,they didnt do untill 2005 december .My sponsor called me to pay money, i paid to him. One of the sudanie was the responsible for us because my sponsor(kofil ) is female.we cannot talk with her.but what the sudani he did,He complaine to the police station that i escaped from my sponsor.because he want more money from me, that situation i inform to our embassy , but they ignored me.told me u can solve with your kofil. i were sad. again i started with the sudanies demand, i paid him money.
suddenly he escaped from riyadh to al kharj. i searched him almost one year.at last i got the office address 2006, one of the egyption person is responisble for us.we were three , explained him about my situation.he replied that sudani has left and took huge money , given complain to police station for all employee.
the egyption name tamer he promised to us he can help if we can pay 7000 SR(SEVEN THOUSAND) , I were helpless with him.anyhow all of my friend helped me to collect that amount, i paid to him.
now 2008 march still he didnt do anything.when i am calling him he is telling insha allah,wait i will do. i got the news through other he digest my money.2008 july (before several times i meet with him same ans inshallah) when i visit him again he is asking more money should pay,
so my question to you to our government that what is the mistake we did here,is it that we came here to earn money for my family, for my whole family bangladesh. are we stupid here.
when we are suffering alot our embassy is silent and given big big dialogue. because they dont want to move if we didnt pay their demand.they are not human animal from ambassador till the labour who are working in riyadh bangladesh embassy.
that’s why so many bangladeshi are doing worse work.because when they cant tolerate,bounds to do for his family and for him.)
please help us,save us that we can stay as a human life not like as animal.
