ACC unearths MPO scam

A special team of the Anti-Corruption Commission (ACC) has unearthed irregularities in inclusion of educational institutions in the Monthly Payment Order (MPO).

The team, formed to look into corruption in the education sector, has collected documents from the education ministry relating to inclusion of educational institutions in MPO.

“Significant irregularities in inclusion of educational institutions in MPO have so far been primarily revealed,” ACC Director General (admin) Col Hanif Iqbal told the commission’s regular briefing yesterday.

“The special team is now going through the files and documents,” he said.

Then, Hanif said, the special team as per requirement will compare the documents with those stored in the department concerned that deals with the MPO.

The ACC director general further said the education ministry has already cancelled some MPO-inclusion orders due to the irregularities.

He said the audit reports on mismanagement and financial irregularities in the educational institutions have been gathered from the audit department. “Documents are being collected from the institutions concerned.”

Hanif, also the ACC spokesperson, said the special team has so far contacted or planned to contact Viqarunnisa Noon School and College, Motijheel Ideal School and College, Lalmatia Women’s College, Titumir College and Borhan Uddin College for looking into financial irregularities, mismanagement, appointment of principals, teachers and employees and irregularities in student admission.

Meanwhile, the ACC is going to file a case against detained Rajshahi City Corporation (RCC) Mayor Mizanur Rahman Minu for his alleged irregularities in allocating land for construction of shops and markets.

The ACC director general told the press briefing that the commission has approved the filing of the case against Minu, also a former BNP lawmaker.

RCC chief executive officer M Shahjahan will also be accused in the case that will be filed under section 5(2) of the Prevention of Corruption Act, 1947.

Responding to queries about recent remarks of the home adviser and chairman of the National Coordination Committee (NCC) on serious crimes and corruption, Hanif told the briefing that the NCC has been created through a government circular on March 8 last year and its legality has been stated in the circular.

He said as per the Anti-Corruption Commission Act, 2004 and Anti-Corruption Commission Rules, 2007, the ACC could seek assistance from any organisation.
