The main opposition BNP yesterday questioned the passage of two bills without sending them to the respective parliamentary standing committee for scrutiny but the law minister rejected the allegation outright.
Taking the floor, BNP lawmaker MK Anwar alleged that the two bills on Election Commission Secretariat and electoral roll were not sent to the parliamentary standing committee for scrutiny as per the rules of procedure of the Jatiya Sangsad.
“It is not being done according to the law,” said MK Anwar.
The lawmakers did not get copies of the bills three days before considering the bills for passage, he said.
In response, Speaker Abdul Hamid said the special committee had examined the bills.
But MK Anwar, also a member of the special committee, said the bills were not sent to the special committee that only scrutinise ordinances.
Law, Justice and Parliamentary Affairs Minister Shafique Ahmed said proper legal procedure had been followed for passage of the bills.
AL lawmaker Suranjit Sengupta, also chief of the parliamentary standing committee on law ministry, said there was no scope for discussion on the bills at this stage.
The law minister on Sunday placed the two bills in parliament but did not send those to the parliamentary standing committee on law ministry for scrutiny.
He yesterday proposed passage of the two bills ratifying the two ordinances promulgated during the tenure of the immediate past caretaker government.
The opposition lawmakers demanded public opinion on the bills. But the proposal was rejected in voice vote and the bills were passed.
